Responsibilities include but are not limited to managing the over $30 million budget for the Medical Specialty Care Service Line, oversight for all contracting packages and activities, ensuring quality metrics are met or exceeded and responsible for all quality management clinical and business solutions. - He/she collaborates with operations and program managers to ensure integrated goals and priorities for the Medical Specialty Service Line are met. - The incumbent is ultimately responsible for the successful performance of the following functional of 12 areas to include outpatient and inpatient services specifically with the regard to customer satisfaction, quality of services provided and efficiency of administrative and business service delivery. The Administrative Officer exercises administrative and technical supervision to 8 Medical Specialty staff. - He/she exercises full supervisory line authority as first line supervisor, which requires performance of a broad range of duties such as selecting, retaining and promoting staff; assigning, directing and reviewing work; establishing performance standards; assessing work; reporting requirements; rating and rewarding staff; approving leave and time & attendance records; resolving staff complaints and grievances; investigating instances of misconduct and initiating disciplinary and adverse actions; and identifying staff training and development needs. - Incumbent directs all administrative activities of the Medical Specialty Service Line including budget and fiscal management, human resource management, strategic planning, and program management and evaluation, assuring that the clinical and administrative functions. -Participates in top management discussions, decisions, policymaking and provides program direction to other executives, managers and assigned personnel. - The incumbent formulates policies and operating procedures, ensuring compliance with VA regulations, statutes and the standards and requirements of various internal and external review bodies. -The incumbent is responsible for ensuring appropriate staffing levels and staffing mix for the Medical Specialty Service Line. - He/she establishes priorities which recognize and incorporate program, budget, and manpower constraints, as well as monitors expenditures and proposes reallocation of funds based on shifting program needs. - The incumbent develops major organizational proposals that involve extensive analysis prior to recommending significant changes in workforce distribution, positions, and/or functional responsibility. -He/she maintains a constant surveillance of the Medical Specialty Service Line's compliance with standards of the Joint Commission on Accreditation of Healthcare Organizations and other accrediting and regulatory agencies. -Performs other related duties as assigned. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
strong working knowledge of a health care system's organizational structure, mission, functions and inter-relationship of all activities; knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to office administration; knowledge of pertinent laws, regulations, polices, and precedents, which affect administrative operations; knowledge of the major issues, program goals, and objectives, work processes, and administrative operations, of the organization; knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; skill in conducting detailed analyses of complex functions and work processes; interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations; knowledge of, and ability to apply, accepted management processes, practices, principles, theories, and objectives; establishing and maintaining effective working relationships with various facility program areas; ability to manage data, design data elements, and report forms; applying fact-finding techniques to gather information necessary to perform analytical review; knowledge of human relations, group dynamics, and various problem-solving techniques; knowledge of human resources management, budget and finance, management and program analysis, office support services; ability to clearly and concisely communicate, through both formal and informal written and verbal communications in the form of reports, technical papers, and briefings; familiarity with medical specialty areas of health care providers to provide and anticipate information needs. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
