The primary focus of the Police Service is to provide law enforcement and security services on Departmental property operated by Veterans Health Administration (VHA), Veterans Benefits Administration (VBA) and the National Cemetery Administration (NCA). The position has primary responsibility for the management, which includes the operation, direction, and control of Police Service's law enforcement and physical security functions of the VAMC or HCS and its off-site properties 24 hour a day, 7 day a week basis. Major duties of the position include but are not limited to:
Observes, evaluates and prepares reports on the performance of department personnel; develops programs to alter the behavior of employees whose work performance is below acceptable standards. Reviews serious disciplinary cases involving Police Service employees and recommends appropriate actions to higher level management. Develops 24/7 duty schedules; plans and directs facility law enforcement and security operations; delegates enforcement to subordinate staff; assigns patrol and special duties to supervisory police officers; and ensures patrol coverage complies with agency policy and meets facility protection priorities. Ensures that all training requirements by VA are met for Police Service staff and that performance proficiency meets the goals of the Medical Center and the service. Ensures police staff are properly trained to operate a variety of equipment and/or security systems such as but not limited to:
evidence collection, weapons, emergency vehicles, radio communications, intrusion detection and video surveillance networks, duress systems, physical access control systems, mass notification systems, etc. Informs subordinates of equal employment programs, mandatory training, leave/overtime policies, etc. Develops local policies and implements corrective procedures to alleviate identified physical security problems, taking into consideration all internal, as well as external factors when making decisions or recommendations concerning law enforcement and physical security to the VHA, VBA or NCA Facility Director. Responsible for the justification, specifications, appropriations, and effective utilization of all equipment, hardware, supplies and financial matters regarding the facility level law enforcement and security program. Manages procurement and accountability of equipment used by and assigned to police service. Responsible for the Firearms Program at the facility level, ensuring that critical elements of the program are met, i.e.; weapons training certification, inventory control of weapons and ammunition and supporting supplies. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
expert experience with operation, direction and control of a police and security service; Federal, state and local laws and civil and constitutional rights; independently managing a law enforcement organization; communicating law enforcement information with a variety of persons in a wide range of situations; and enforcing Federal statutes in the physical protection of personnel, protecting civil rights, and preserving a peaceful environment through direct leadership and instruction to department personnel. PSYCHOLOGICAL ASSESSMENT:
Selectedcandidates will be required to take an initial and annual psychological assessment of their emotional and mental stability by a psychiatrist or psychologist. Any emotional or mental condition which could cause the applicant/officer to be a hazard to others or self during stressful situations and physical altercations will disqualify. The initial psychological assessment will consist of a structured interview and standardized, objective written psychological testing by a psychologist or psychiatrist. The annual psychological assessment will consist of a structured interview, which may lead to further testing as determined by the examining psychologist of psychiatrist. Physical Requirements:
The medical standards apply to all applicants for initial appointment in the GS-0083 series, including in-service applicants not already in the GS-0083 series. All VA police officers, detectives and supervisors, to include chiefs, will be initially examined and reexamined annually to determine their continued physical and emotional suitability to perform the functional requirements of the position. Medical standards include physical requirements, psychological assessment and/or psychological testing. The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded or over-grown field conditions in all elements of seasonal weather. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
