Supervisory Public Affairs (Chief Communications)

The incumbent has significant interaction with community partners at the local, state, and federal levels. He/she develops long-range planning and short-term goals and programs required to meet goals. He/she directs the planning and operations of the Stakeholder Relations Office to complement the attainment of goals and objectives. The incumbent serves as the agency spokesperson for the facility, including responding in writing and orally to questions about or criticisms of the agency's activities or policies and explaining the VA point of view. The incumbent facilitates communication with external and internal stakeholders, and patient education communication, and monitors the critical elements of the office's performance. Public Affairs:
He/she has primary responsibility for planning, designing, and executing a program to inform and educate the general and targeted groups about the organization's programs, activities, and services. He/she develops and disseminates management reports, provides public and media relations oversight for the health care system. He/she plans and oversees a Public Affairs training program for subject matter experts, including clinical, research, and administrative SME's, and for affiliated organizations to include NCA and Vet Center regional offices. Develops, coordinates and provides oversight when necessary for health care system/consumer and congressional briefings and training for all employees before each media interview and is directly responsible for dealing with all media representatives throughout the health care system (includes three separate media markets) or designating a person to work with media and providing them with guidance and supervision. Medical Media:
The incumbent is responsible for managing, supervising, and evaluating a comprehensive Social Medial and a Medical Media Program that includes clinical photos, video and training support, patient education, graphic design, photography, videography, and multimedia production, ensuring that the program meets the established criteria and national guidelines. The incumbent is responsible for managing and appropriately resourcing the health care system's commercial printing and outreach advertising budgets, ensuring services' patient education to meet programmatic needs. In addition to planning and overseeing the budget, the individual oversees procurement of patient education, programmatic and outreach materials, as well as managing production schedules and completion, and quality assurance. The incumbent manages the graphic design, photography, videography, exhibit management, medical illustration, audio and video production in support of patient education and VAMC initiatives and supervises the preparation of all statistical and narrative reports required by management, VISN and VA headquarters about the Medical Media program. Congressional/Stakeholder Relations:
As the chief, Stakeholder Relations Service, the incumbent is responsible for the development, implementation, and evaluation of an influential congressional and community stakeholder relations program designed to promote understanding, confidence, and goodwill between the medical center and community-based outpatient clinics, elected officials, Federal, local and state officials, DoD and affiliate partners, surrounding communities, individuals, volunteers and groups who are interested in and affected by VA. Incumbent oversees all congressional and community stakeholder relations communications, preparing position statements and responses, recommending participation in specific forums for release of information and preparing speeches, briefings, and testimony for the same. Incumbent is responsible for managing and supervising control points and budgets over $275,000 annually. Work Schedule:

You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Physical Requirements:
Work is generally sedentary with walking, standing and bending required during presentations, visits and tours of the Medical Center. Flexibility is required to accommodate events and activities occurring during other than normal business hours. Mobility is required in terms of staging and assisting staff with equipment and other materials. Work Environment:
Generally, the work environment involves normal everyday risks discomforts of an office setting. The work area is lighted, temperature controlled and ventilated. Coordination and participation in meetings, and other community relation's activities requires presence in a variety of in-house and off-station areas and facilities. The incumbent has access to fax, copier and computer equipment. The incumbent works in a level 1A health care system and will on occasion enter hospital wards where Veterans with infectious diseases or severe mental health issues are being treated. In those cases, standard precautions will be exercised in accordance with prevailing policies and/or practices. Work is typically performed in an adequately lighted and climate-controlled office. Occasional travel, including travel across the geographic area covered, may be required. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
