Biomedical Equipment Support Specialist (BESS)

The BESS provides technical support of diagnostic, therapeutic, monitoring, and other equipment utilized in the practice of medicine, and to improve health service delivery systems. Lifecycle management encompasses:
technology assessment, technology acquisition, technology implementation, technology sustainment, end of useful life tasks and strategic planning for end of life replacement in conjunction with clinical services. Duties and responsibilities include, but are not limited to:
Lifecycle management of all medical systems such as imaging, life support, dialysis monitoring, etc. Conducting incoming inspections, maintenance, and planning for end of life replacement in conjunction with clinical services. Utilizing common test equipment including patient simulators, pulse generators, network analyzers, test phantoms, electrical safety analyzers, oscilloscopes, multimeters, etc. Maintaining functional knowledge of safety codes and standards of regulatory bodies including The Joint Commission, National Fire Protection Association, Food and Drug Administration, Nuclear Regulatory Commission, Association for the Advancement of Medical Instrumentation, etc. Documenting all work performed in the computerized maintenance management system. Applying basic networking principles to resolve medical system communication issues including node to server failures. Adhering to VA Medical Device Cyber Security policies and procedures. Loading operating system and clinical application software. Functioning as a Contracting Officer Representative and purchase card holder. Developing statements of work, sole source justifications, etc. and oversee vendor work. Investigating and remediating Repairable Medical Device recalls and safety alerts Identifying hazards during routine job performance and takes needed corrective action. Providing training and education to medical technology end users and clinical staff. Other related duties as assigned. Work Schedule:

All applicants must meet the following basic qualifications. Citizenship. Must be a citizen of the United States. Experience and/or Education. (1) Associates degree in Biomedical Electronics Technology, Biomedical Equipment Technology or Biomedical Engineering Technology or in a related technical field such as Electronic Technology or Information Technology and two years of experience as a Biomedical Equipment Support Specialist, Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist. -OR- (2) Bachelor's degree in Biomedical Engineering Technology or in a related field such as Electronics Engineering Technology (EET) or Information Technology. -OR- (3) Completion of a military training program in biomedical equipment and two years of experience as a Biomedical Equipment Support Specialist or Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer or Information Technology Specialist. English Language Proficiency. Biomedical equipment support specialists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d). Physical Standards. Must pass a pre-employment examination. See below for additional information. -AND- GRADE REQUIREMENTS:
In addition to the basic requirements above, all applicants must also meet one of the following grade requirements for a specific grade level. GS-11 (Full Performance Level). At least 1 year of experience equivalent to the GS-9 grade level. Examples of qualifying experience includes work in which you provide support of medical equipment and systems, install, maintain, safety test, calibrate, troubleshoot, and support medical technologies such as sleep lab monitoring systems, GI endoscopic systems, dental imaging equipment, surgical equipment, and clinical laboratory equipment; maintain inventory documentation of assigned networked-attached medical equipment/systems to include electronic protected health information (ePHI) requirements, Virtual Local Area Network (VLAN), IP addresses, Access Control Lists (ACL), anti-virus software, and other necessary information; and provide biomedical equipment related technical training to peer and clinical staff. In addition, applicants must demonstrate the following Knowledge, Skills & Abilities (KSAs):
Knowledge of a wide range of sciences including, but not limited to, electronics (analog and digital), computer science/networking, mechanical engineering design, pneumatics, hydraulics, chemistry, physiology, medical terminology, anatomy, optics, and biology to perform duties of a broad scope and nature on complex and sophisticated patient-related medical systems and sub-systems. Ability to perform advanced testing and troubleshooting of medical devices involving their interfaces and connections to information systems either directly or through the hospitals hardwired and wireless networks. Knowledge of codes and standards relevant to safe operation of medical instrumentation such as National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), the Joint Commission (TJC), and the Association for the Advancement of Medical Instrumentation (AAMI). Skill in the use of all types of test and calibration equipment such as digital multi-meters, electrical safety analyzers, defibrillator analyzers, patient simulators, digital oscilloscopes, pulse generators, and Local Area Network (LAN) analyzers in performing troubleshooting/repair and preventive maintenance activities. Ability to configure and maintain medical servers and desktop computers. Knowledge of contracting regulations, requirements, and specific contract specifications including performance-based contracts. Preferred Characteristics:

VA Handbook 5005, Part II, Appendix G-49 The full performance level of this vacancy is GS-11. The actual grade at which applicants may be selected for this vacancy is in the range of GS-5 to GS-11. Must pass a pre-employment physical examination as required by VA Handbook 5019. This examination is administered by VA Occupational Health. This position requires moderate lifting up to 44 lbs., carrying objects up to 15 lbs., frequent reaching, use of hands and fingers, use of cranes and motor vehicles, walking, standing, bending and climbing. The incumbent must be physically and mentally able to efficiently perform the essential functions of this position without hazard to themselves or others.
