POSITION SUMMARY
Plans and schedules assignments, outlines work processes, and identifies needed materials for predictive, preventive, routine, scheduled, and emergency maintenance services for maintaining County infrastructure. Assists in managing the day-to-day operations and activities of a large-scale Watershed Management Construction District.
KEY RESPONSIBILITIES
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance management plans.
Assists in managing the day-to-day operations and activities of a large-scale Watershed Management Construction District.
Acts in the absence of the Construction Superintendent.
Utilizes a computerized maintenance management system (CMMS) to schedule planned maintenance, emergency repairs, and preventive upkeep.
Manages database of incoming and completed work orders.
Oversees material usage and costs.
Maintains logs, and generate forms and reports .
Develops and maintains a queue of prioritized field-ready work orders and prepares weekly and bi-weekly schedules based on available labor forecasts.
Analyzes work orders by size, urgency, skill set, location, complexity, and available manpower.
Creates detailed work plans that describe scope of work, parts and materials to be used, define number and type of crafts/skills needed, completion timeline, permits and clearances, etc.
Researches and anticipates additional needs for the work plan, including but not limited to a job hazard assessment, safety plan, as-built drawings and other information necessary to safely, effectively and efficiently engage the work plan.
Assists operations teams by issuing work orders in a sequential flow to individual technicians or work teams.
Distributes and communicates work flow processes documenting project plan, schedule, and execution.
Coordinates engagement and direction of appropriate subcontractors and equipment rental.
Communicates with internal and external stakeholders on project status, parameters, and problem resolution.
Develops, documents, and maintains standard operating procedures associated with maintenance jobs.
Manages appropriate level of planned work order backlog at all times, until eliminated.
Confers with purchasing, warehouse, engineering, and other personnel to exchange information regarding inventories, schedules, scope of work, and related issues.
Collaborates with system administrators and technical personnel to ensure technology and databases support the department's work and infrastructure management needs.
Trains maintenance/operations personnel in proper use of CMMS to ensure highest quality work orders are produced and maintained for future reference .
Confirms utility locates prior to initiation of maintenance or construction activities.
Updates maintenance program work practices, schedules and related procedures in the CMMS.

MINIMUM REQUIREMENTS
High school diploma or GED and eight years experience, or an Associate's Degree and six years of experience in the following areas:
planning/scheduling public works maintenance construction, using a CMMS or other computerized work order system, in a large scale water utility. Three years of supervisory experience and planning daily workload for multiple crews in a construction and maintenance capacity. Must possess a Wastewater Collection or Water Distribution license. Must possess and maintain a valid driver's license. An equivalent combination of training, education, and experience will be considered.

The check will bounce and the victim is left responsible.
