The Atlanta VAMC has 405 authorized inpatient beds (273 hospital, 120 Community Living Center and 12 PRRTP) and is a tertiary care facility classified as a Complexity Level 1A facility. The Atlanta VAMC is a teaching hospital, affiliated with Emory University and Morehouse School of Medicine, providing a full range of patient care services complete with state-of-the-art technology, education and research. Comprehensive health care is provided through emergency medicine, primary care, tertiary care, and long-term care in the areas of medicine, surgery, mental health, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics, and extended care.
The Atlanta VAMC is part of the VA Southeast Network (VISN 7), which includes facilities in Georgia, Alabama, and South Carolina. The Atlanta VAMC Community Living Center serves metro Atlanta and includes extended care rehabilitation, psycho-geriatric care, and general long term care. The facility also serves as a prosthetics treatment center, fabricating and supplying mechanical devices such as artificial limbs for patients within the states of Georgia, South Carolina and Alabama.

The Chief, Mental Health Service Line (MHSL), is a position that provides management, leadership and oversight of all mental health clinical, educational, and research activities at the Atlanta VAMC. The incumbent is a key member of the organization's clinical leadership team and reports directly to the Deputy Chief of Staff (DCOS). He/she ensures observance of federal, national, and local regulatory policy and accreditation requirements governing the medical center. He/She is responsible for strategic planning, budget oversight, staff recruitment and management, and quality assurance.
The Chief MHSL functions as a liaison to the ACOS for Education and affiliated health professional schools for undergraduate and graduate education issues. He/She ensures that mental health practitioners demonstrate effectiveness in teaching and comply with necessary trainee supervision requirements. The Chief MHSL also functions as a liaison to the ACOS for Research to facilitate research grants and expand research opportunities and initiatives. The Chief, MHSL is expected to maintain all necessary credentials in their respective discipline in order to provide clinical care between 10-15 percent of the time.
The Chief, MHSL position is responsible for planning, organizing, developing, implementing, coordinating, and refining a comprehensive patient management/clinical support/administrative program which provides services and technical counsel necessary to meet clinical, procedural, legal and administrative requirements relating to the care and treatment of inpatients and outpatients. Incumbent provides a climate in which clinicians can care for patients with an awareness of administrative implications of his/her actions, without feeling he/she is working under unnecessary constraints. Expertise along broad clinical and administrative levels is required to meet the needs of this large, complex patient population, and to integrate Service Line functions with those of other Service Lines, as well as with other VA entities within and outside the local Veterans Integrated Service Network (VISN).
Incumbent is responsible for implementing VA Headquarters policies and regulations governing broad administrative aspects of the medical center. In order to effect the policies, incumbent must have the skills in management theory, cost-benefit analysis, data gathering and statistical analysis.

Serves on a variety of medical center planning committees, advisory groups and chartered action teams.
Oversees clinical and administrative performance measures.
Responsible for service line strategic planning, budget and resource management.
Develops formal systematic, improvement plans for quality measures, access and medical services delivery.
Serves as leader/liaison with affiliated schools regarding medical teaching issues and provider appointments.
Oversees the establishment of program monitors and outcome measurements using programs using data-driven quality assurance processes.
Assures all Mental Health programs are compliant with applicable Federal and State laws.
Manages veteran complaints and issues.
Develops program goals and objectives to meet VHA Mental Health requirements.
Conducts performance appraisals of staff, and addresses disciplinary issues.
Functions as a member of the Executive Committee of the Medical staff.
Participates in clinical teaching.
Assures appropriate training related to MH issues is completed for all Atlanta VAMC staff involved in patient care activities.
Develops Mental Health Service policies and procedures consistent with VA Directives. Develops policies and procedures which maintain VA required accreditation by the Joint Commission, CARF and other MH accrediting organizations.
Serves on facility Professional Standards Board (PSB).
Oversees all hiring of professional mental health staff.
Directly supervises both clinical and administrative personnel.
BASIC REQUIREMENTS:
U.S. citizenship - Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA policy.
Education - Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. (2) Residents: Current, full and unrestricted licensure to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia before the second year of VA residency, or meet any licensure, registration or other equivalent requirements established for resident of non-VA hospitals with which the VA facility is affiliated for training purposes. The resident must maintain current registration in the State of licensure if this is a requirement for continuing active current licensure. (3) Impaired Licensure: A physician who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions of chapter 3, section B, paragraph 14 of this part.
